First Speculative Industrial Building Breaks Ground in Bastrop County

Elgin, Texas, is about to make history. The Elgin Economic Development Corporation has approved a deal for the city's — and Bastrop County's — first speculative industrial building, which will serve as a cornerstone of the city's Innovation Way industrial park.

The new 120,000-square-foot Class A facility gives Elgin something it has never had before: ready-to-lease, move-in-fast industrial space built before a tenant even signs, giving the city a competitive advantage in attracting suppliers to SpaceX, Samsung, and beyond.

Numbers That Matter

  • 120,000 square feet Class A industrial space
  • 12 acres in Elgin's Innovation Way industrial park
  • $10 million+ minimum developer investment
  • First speculative industrial building in Bastrop County
  • Space can be leased in sections as small as 30,000 square feet — flexible enough for growing companies, big enough for major suppliers

Why This Is a Big Deal

For years, companies looking to expand in Bastrop County have faced the same problem: land is available, but buildings are not. Spec construction — building first and leasing later — is the fastest way to land a tenant, but it's notoriously hard to finance without a tenant already lined up.

Elgin found a way to make it happen anyway. The EDC structured a purchase-and-sale agreement that requires the developer to break ground within 18 months and invest at least $10 million in construction, with a built-in master lease safety net to keep the project bankable.

The result: a shovel-ready path to a major industrial development in the region, and the first of its kind in Bastrop County.

"This project marks a huge milestone for Elgin," said Kaley Frye, Director of Economic Development for the Elgin Economic Development Corporation. “We're always looking for creative, forward-thinking ways to create jobs and investment for our community, and this spec building is proof that those efforts are paying off in a big way. None of this would be possible without the full support of our EDC Board of Directors, whose vision and commitment to smart, sustainable growth made this opportunity a reality. The EDC is here every step of the way, working hand-in-hand with the developer and prospective companies to fill any gaps and make sure this project lands the right tenants for Elgin's future.”

Built for the Region's Biggest Supply Chains

Elgin sits about 19 miles northeast of Austin, in the heart of a corridor that's rapidly becoming Central Texas's advanced manufacturing backbone. The new speculative building is Elgin's next step in capturing the region's industrial growth, providing a move-in-ready facility for suppliers looking to locate near industry leaders like:

  • SpaceX — whose South Texas and Central Texas operations depend on a deep bench of precision manufacturers, machine shops, and parts suppliers.
  • Samsung — whose massive semiconductor investment in Central Texas has already pulled specialized suppliers into Elgin's industrial park.

Elgin isn't starting from zero. The city's industrial park is already home to established manufacturers:

A City on the Move

Elgin's population is around 14,500 and growing fast, with thousands of new homes underway and new retail and commercial development following close behind. Now, industrial growth is catching up too — and this building is the centerpiece of that push.

The city is also building the workforce to match. Austin Community College's Elgin Campus sits on 100 acres. It continues to expand, giving future tenants a built-in pipeline for training machinists, technicians, and skilled manufacturing workers right in their backyard. For companies weighing where to locate their next facility, that kind of local talent pipeline can be just as important as the building itself.

For manufacturers, suppliers, and logistics companies looking for a foothold near Central Texas's aerospace and semiconductor giants, Elgin just became a whole lot easier to say yes to.

Interested in Elgin?

Companies looking to expand into Central Texas — especially those supplying the aerospace, semiconductor, and advanced manufacturing sectors — should be talking to the Elgin Economic Development Corporation now, before the building's first tenants are locked in.
